MAYOR CALIXTO awards VILBAR TCTs

May 13, 2011 marks another milestone for the Calixto Administration of Pasay City, the ling-wait of the members of the VILBAR Homeowners Association, Inc. through the effort of Oliver Johanes Natividad, Executive Director of the Pasay City Housing Development Board, the VILBAR Socialized Housing was finally conveyed to the National Housing Authority for the final stage of its project implementation.

During his speech, Mayor Tony congratulated the VILBAR officials for their untiring work in complying with the requirements of the city’s housing project. He remembered that looking back for fifteen (15) years how the VILBAR started, and now as the new local chief executive a completed housing project came to reality without waiting for another political consideration.

Congresswoman Emi Calixto, also graced the said ceremonial activity that was held at the VILBAR Basketball Court, she was able to extend her congratulatory message and offered the Livelihood Component of the Pasay City Urban Poor Socialized Housing to those who cannot fulfill their obligations for the VILBAR Socialized Housing Project.

The Deed of Conveyance was signed by Engr. Bing Natino, OIC NHA South Sector I and Mayor Tony Calixto witnessed by Oliver Johanes Natividad and Congw. Emi Calixto. The twenty five (25) TCTs (Transfer Certificate of Title) which is under the name of the City Government of Pasay were awarded to the beneficiaries including its individual household tags.

Mayor Tony and Congw. Emi have set another milestone in Pasay City Urban Poor Housing Project, carrying distinctively “Aksyon at Galing sa mga Comunidad” and “Epektibo at Maunlad ng mga Individuwal” both for the social and livelihood needs of a complete housing project for the benefit of the landless families of the city.(pasay.gov.ph)

Family-based Ecological Diversion and Recycling Of Waste FEDROW- Pasay) - Pasay City Government, Manila Philippines

One of the challenges in the new millennium is enabling our budding generation to avoid the perils of environmental catastrophe. We need to act now before it is too late.

RA 9003 a.k.a. the Ecological Solid Waste Management Act, the nation’s positive legislative response, yet few LGUs are familiar with it. Source reduction/segregation at the local level is sporadic and uneven. Little active public participation beset the community. The law awaits serious implementation. Many clamored that the global ecological waste management statements shall be translated into simple and easy to understand family statements so that there will be mutual ownership and accountability among the implementers at the household/family level. And there should be a renewed mindset towards seeing waste as dirty, useless and valueless but a resource, full of value and increased income.

Inspired by a 92-yer old man named Mang PEDRO who despite his age still segregates and collects garbage for income, the Family-based Ecological Diversion and Recycling Of Waste (FEDROW) System was conceived. FEDROW System advocates that “each one is responsible for the current state of the environment in the country, and we cannot wait for someone else to solve it.” The best way to clean the environment is to make the process profitable and income generating. FEDROW System is a set of home-based livelihood skills training that mobilizes the households to address RA 9003 particularly the biodegradables at their level. It mobilizes and equips one family at a time. It popularizes “Basura ko, Kayamanan ko” or “Zero basura ko sa bahay” or “Zero Waste Zero Pest” at the community level. The equipping is hands-on using starter kits that would allow the participants to experience first hand the operational process, monitor the progress and start a small enterprise at home.

FEDROW System envisions to equip low income families to become entrepreneurs in converting the biodegradable and the non-biodegradable garbage generated at home, from trash to cash or waste to wealth using the 7Fs approach. Just remove the F from REFUSE, it can be REUSEd to produce Food, Feeds, Fermentable flavors, Fertilizer, Fuel, Filtration Media, and Fine Arts Making/Handicrafts. Offered as a livelihood/entrepreneurship skills training module, graduates can put up their own income generating activities at home benefiting the people, planet/environment while enjoying the profit. The home-based livelihood modules are:

Food: Urban hydroponics, mushroom production, organic vertical gardening, aquaponics.

Feeds: Vermi-farming/composting, Larvae eco system technology

Fermented Flavors/Products: Juice/wine concoction, herbicides/fungicide making. Pest control and anti-dengue products

Fertilizer: Bokashi making/kitchen waste composting, animal waste composting.

Fuel: Biogas, biodiesel, charcoal

Filtration: charcoaled filter for purifying water/air

Fine Arts: slippers, necklaces, bags, mats making, styrocrete, solar drier

FEDROW System offered each module with seminar fees. Practicing the module’s starter kit equips the potential entrepreneur to produce and sell. The raw materials are low costs and recyclables. RA 9003 makes the modules and products in demand in the community.

Bayanihan CLEAN & GREEN – Pasay City Government, Manila, Philippines (Bayanihan Community Led Environment Awareness Network & Generating Resources Energizing the Environment Network- Pasay)

Training on Home-made Biodiesel Technology . That is converting used cooking oil to biodiesel that is both useful and environment friendly source of energy.

Bayanihan CLEAN& GREEN Program is MDG-responsive, savings-driven financial intermediation and environment-friendly income generating livelihood skills enhancement system. It helps establish triple bottom-line supply chain of social enterprises and develops life-long habits of active citizenship and environmental stewardship. It envisages learning and earning through community participation, group savings mobilization, simple environmental watching/assessment, network praying/intercession, livelihood skills training and operation of social enterprise s owned and managed by the people. It brings together all efforts of government agencies, FBOs, cooperatives and youth organizations in a complementary action plan, sharing ideas and working together for a common goal.

Training on Kitchenwaste Recycling using EMA/Bokashi. Using Bokashi Effective and Active Microorganisms equip the families to recycle their kitchen waste as fast as 2 to 3 weeks thru odorless fermentation

It starts with the formation of savings-driven Bayanihan CLEAN & GREEN (BCG) Centers, composed of 20-30 low-income households, who mutually agreed to meet, save small amounts weekly, passes through a “testing period” and governed by 5 elected officers. Secondly, the BCG center systematically diagnose the symptoms of disaster impact and other external threats to the MDGs in the community generating awareness among citizens, decision-makers and stakeholders in society. Together they implore the aid of Almighty God thru Prayers/Intercession to ensure the sustainability of MDG gains and environmental quality. Thirdly, the center apply quick holistic interventions thru demand-oriented livelihood skills training participated by members under a public, private, civil society partnership network. Fourthly, BCG members propel the zero waste economy by operationalizing the triple bottom-line supply chains of social enterprises focusing on environmental sustainability.

The Bayanihan CLEAN & GREEN programme envisions to make poor households become Empowered Households that are MDG Advocates and Achievers, Savers, Livelihood skilled, Effectively accessing interventions enjoying Increased Income, small business operators, Life skills-equipped and character-built.

To achieve this, the target clientele are formed into savings group, the Bayanihan CLEAN and GREEN Center, who sourced funds through their savings deposit achieving sustainable savings formation.

The Community Led Environment Awareness Network (CLEAN) component is a simple diagnosis, watching, interceding of critical disaster-impact causing environmental attributes or hazards and threats to the MDGs. The center or SGH/ network members identifies symptoms that can cause disaster in flood-prone areas, Dengue Watch in slum communities, Dog Watch for rabies, Air Watch for clean air, etc. Imploring the aid of Almighty God as stated in the Philippine preamble, the BSG Center/network prays/intercedes to prevent or mitigate the effects of disaster (CLEAN symptoms checklist) during their regular meetings.

The Generating Resources Energizing the Environment Network (GREEN) component is a response mechanism that pro-actively matches the diagnosis and the appropriate holistic interventions. The BCG Center/network members are equipped on demand-oriented, ecological skills livelihood training (hands-on) to effectively and efficiently match/address the environment concerns in the community. Depending on the diagnosed local problems, in partnership with the government and business sector, the BCG Center/network practices the interventions thru livelihood starter kits of small enterprises such as vermicomposting, hydroponics, styrocrete making, biodiesel, biogas making, kitchen waste,recycling, aquaponics, wetland methods, etc making them social entereprenuers.

The fourth component is marketing the program by showcasing triple bottom-line chain of social enterprises owned and operated by empowered households thru the Peoples Congress/Trade Fair. (pasay.gov.ph/ MARCH 24, 2011)

WHAT BECOMES OF PASAY? 25 YEARS AFTER 1986 EDSA PEOPLE POWER

In 1986 EDSA People Power Revolution, Cory Cojuangco Aquino was installed as new President of the Republic of the Philippines. Being the President, she appointed as Officer-In-Charge of Pasay City, Eduardo “Duay” Calixto. Duay Calixto as OIC of Pasay City initiated many programs such as;

1. the acquisition of the 52 Hectares Reclamation Area wherein the new Mall of Asia and many other establishments now stands;

2. the cleaning up of Taft avenue and Libertad Street

3. the legalization of tricycles

4. payment of teacher’s cola

5. 10 % percent salary increase

6. Drug abuse rehabilitation center

7. Improvement of city streets

8. Pasay Manpower Development Center

9. City committee on Good Government and many others.

After 25 years, the Republic of the Philippines has another Aquino as President, in the person of his Excellency, Benigno C. Aquino III or Noynoy or PNoy. In the same fate, on that 2010 Computerized Election, in Pasay City, two of the Calixto siblings emerged as new Mayor and Congresswoman . Duay Calixto’s son and daughter, Mayor Antonino “Tony” Calixto and Congresswoman Imelda “Emi” Calixto-Rubiano.

They followed their father’s footsteps. They concentrated and implemented programs on: 1. Good governance and Fight against Corruption

2. Health and Sanitation

3. Social Welfare and Development

4. Quality Education and Sports Development

5. Livelihood Programs and Salary Standardization on LGU employees

6. Peace and Order and Drug Free Pasay City

7. Economy and Low Cost Housing

With their destinies unfold and without knowing that after 25 years of EDSA-1986 People Power, all three of them, PNoy, Tony and Emi shall continue their parent’s legacy of Incorruptible leadership, Government closer to the people and most of all, the true Service to God and Country; In the 25th Anniversary of EDSA People Power and Pasay People Power, the legacy lives on and “Tuloy ang Laban” para makamtan natin ang Tunay na Pagbabago ng ating Bansa, ng ating mga Sarili at ng Bagong Pasay! NOTICE TO PASAY CITY TAXPAYERS

The city treasurer shall hold an auction sale of all real prosperities with delinquent tax payments on land, buildings and machineries at 10:00 A.M., on September 15, 2011, at the fourth floor, session hall of the Pasay City Hall.

The corresponding notices of delinquency have been received and/or mailed to the concerned delinquent taxpayers, and where accordingly posted to the bulletin boards of the City Hall and to the barangays where the delinquent properties are located.

In this connection, all taxpayers are advised to settle/update reality tax arrearages before the said date to avoid inclusion of their properties in the scheduled sale thru public auction of delinquent real properties.

On the other hand, all prospective bidders are also requested to verify the properties to be bided with the city assessor’s office and the register of deeds of Pasay City.

Moreover, all real property owners with newly acquired properties are required to submit to the city assessor’s office a certified true copy of their transfer certificate of the title (TCT), condominium certificate of title (CCT), for registration purposes and issuance of new tax declaration and corresponding tax clearance. PASAY GOV’T WALANG MAGAWA SA NAGLIPANANG ‘PROSTI’

Sa kabila ng mahigpit na kampanya laban sa prostitusyon ng Pasay City government, lalo pang sumigla ang ganitong uri ng hanapbuhay sa ilang lugar sa lungsod.

Partikular na nabuhay ang maliligayang araw ng mga nagkalat na prostitutes sa kanto ng Taft Avenue at EDSA kung saan dikit-dikit din ang mga motel na nagsisimula na ring mapuno ng mga pumapasok na customers.

Aminado naman ang hepe ng Pasay city police na nahihirapan silang maipursige ang kaso ng mga babaing nahuhuli ng kanilang mga tauhan dahil na rin sa proteksiyon ng mga kababaihan sa ilalim ng umiiral na RA 9262 o Anti-Violence Against Women and their Children at ng Anti-Trafficking Law.

Sinabi ni Petrasanta na sa kabila ng puspusan nilang kampanya laban sa prostitusyon, batay na rin sa direktiba ng Pasay City Mayor, nauuwi lamang sa bagansiya o paglabag sa umiiral na ordinansa ang kaso ng mga nahuhuli nilang kababaihan at nakalalaya din kaagad sa bisa ng inilagak nilang piyansa.

Idinugtong pa niya na sa ilalim ng Anti-Trafficking Law, hindi puwedeng hulihin ang mga kababaihan dahil itinuturing silang mga biktima, maliban na lamang kung mayroon silang surveillance camera na magsisilbing matibay na ebidensiya upang patunayang sangkot sila sa prostitusyon. Pasay Mayor Calixto all out war sa illegal drugs at gambling den


Mukhang Determinado aking mga p’re s Pasay City Mayor-elect ANTONINO “Tony” CALIXTO na labanan ang salot ng lipunan – ang ipinagbabawal ng mga DROGA maging ang mga sugalan para maalis ang naging katawagang “Sin City” sa naturang siyudad.
Sa katatapos na oath-taking at inagurasuyon ni Mayor CALIXTO kasama ang Vice Mayor-elect MARLON PESEBRE at 12 elected councilor na ganap sa St. Therese Shrine, Villamor Air Base, Pasay City na pinanumpa ni Executive Judge PEDRO “Pete” CORALES. Kasama sa mga inimbitahan si Philippine Drugs Enforcement Agency (PDEA) Director General DIONISIO SANTIAGO at siyempre, naroon din ang veteran columnist na si RAMON “Mon” TULFO at ilang mga department at division head gayundin ang mga selected n barangay chairmen at ilang malalapit n kamag-anak, mga kaibigan at volunteers sa katatapos ng eleksiyon. Ating ding nasulyapan si GEORGE DEL ROSARIO, ang close friend ng CALIXTO Family.

May nakapagbulong sa atin na masinsinan ang naging pag-uusap nina Mayor CALIXTO at PDEA Chief SANTIAGO bago sinimulan ang inagurasyon at panunumpa. Hiniling nitong magtalaga o mag-install ng isang PDEA detachment para masawata at mawala ang naglipanang mga “drug pusher” kabilang na ang mga aktibong mga drug addict na ang layunin ay magsagawa ng pagnanakaw at pangholdap ng mga estudyante, mga pasahero sa mga commuter’s jeep at taxi kasama ang mga individual na mga sibilyan.

“Illegal drugs has become one of Pasay’s biggest problems. This has become a big threat not only to the security of our constituents but also to our economic progess,” wika pa ni Mayor CALIXTO.

Kung atin pong natatandaan aking mga parekoy, nang simulan ng PDEA authorities ang pagsalakay sa mga kilalang drug den sa Pasay City ay unang tinumbok ang lugar ng Apelo Cruz St., isang compound ng mga drug pusher at drug addict na sinundan ng pagkakaaresto ng isang police Pasay na si P01 Rodelio Rana, aktong nahulihang nagbebenta ng 1.5 high grade cocaine sa parking lot ng SM Mall of Asia at sa paglusob din ng mga awtoridad ng PDEA sa mga barangay 43, 44 at 45 sa kanto ng Tramo at Muñoz St., sa Pasay City.

“The presence of the PDEA detachment in Pasay City makes a lot of difference. Drug trafficking will become increasingly wary of their activities and sooner or later, they will leave the city and shift their business somewhere,” dagdag pa ni Mayor CALIXTO.

Sinabi pa ng bagong halal na alkalde ng Pasay na ang kanyang isasagawang pagtataboy sa drug lords at gambling lords sa kanilang siyudad para muling masilayan ng kanilang siyudad para muling masilayan ng kanilang mga kababayan ang PAGBABAGONG ito na ipingako ng ating Pangulong BENIGNO SIMEON “NoyNoy” COJUANGCO AQUINO III, na nagsabing kung walang kurapsyon walang mahirap.
